F.F. Martens

Russia donated a bust of Friedrich Fromhold Martens. Martens was a diplomat and jurist in the service of the Russian Empire, who made important contributions to the development of international law. He represented Russia at the First Hague Peace Conference, during which he drafted the Martens Clause, and helped settle the first cases of international arbitration.
