F.F. Martens

Friedrich Fromhold Martens (1845-1909) was a diplomat and lawyer in the service of the Russian Empire, who made important contributions to the development of international law. He represented Russia at the Hague Peace Conference, during which he recorded the Martens Clause, and helped with the settlement of the first cases of international arbitration.
